Mobility

Information on mobility for students, doctoral students and employees of the University of Silesia

 

General information
All international mobility is suspended until further notice pursuant to Ordinance of the Rector of the University of Silesia no. 29/2020 of 13 March 2020 on combating the spread of SARS-CoV-2 virus.
The International Relations Department will not accept any applications for international mobility. No prepayments for accommodation, training fees, conference fees, etc. for the already accepted trips will be made, regardless of the departure date. 

The individuals whose international mobility has been suspended and those who have invited foreign guests whose arrivals have been suspended should try to recover the already incurred costs related to international mobility, and document the action taken for this purpose.

The International Relations Department will not confirm any purchase of tickets. Any tickets bought on or after 12 March 2020 will not be settled by the University of Silesia. The International Relations Department can only confirm the purchase of return ticket for a person currently staying abroad or rebooking of a ticket to an earlier date for a person currently staying abroad.



Information for individuals staying abroad
The Polish borders were closed on Sunday 15 March 2020. All international passenger air and rail connections have been suspended. Border control has been restored. All Polish citizens who are currently abroad can return to Poland by road, i.e. using passenger cars, buses and coaches. The Polish citizens who are unable to cross the Polish border by road transport have three options to return to Poland by air. The relevant information is available on the website of 
Polish Airlines LOT.

The Ministry of Foreign Affairs has launched a helpline for Polish citizens looking for help or information about difficulties on the border – phone no. (+48) 22 523 88 80.

An entry ban on foreigners has been introduced - it does not apply to:

  • spouses of Polish citizens,
  • children of Polish citizens,
  • holders of Pole’s Card,
  • individuals with temporary or permanent right of residence in Poland, or work permit.

Procedure for withdrawal/cancellation/interruption/postponement of international mobility
The refund of costs incurred and settlement of losses will be considered in each case individually. Please follow the procedures described below.

Procedure for withdrawal/cancellation/interruption/postponement of international mobility
In the case of withdrawal/cancellation/interruption/postponement of international mobility, please send the relevant information to the e-mail address of International Mobility Settlement Office at the International Relations Department: 
aleksandra.rusecka@us.edu.pl. In the case of international mobility funded within a project, please also inform the head of the project, who should check the relevant provisions in the specific project.

In the case of withdrawal/cancellation/interruption of international mobility:

  • for which the airline ticket, rail ticket, bus ticket or visa has already been purchased from Travelbank, please contact Travelbank office by e-mail: us@travelbank.com.pl (enter  UNIWERSYTET ŚLĄSKI in the e-mail subject), which will provide you with information about the ticket cancellation procedure and possibility to get a refund of the costs incurred (depending on the type of ticket) or procedure of earlier return and related costs. Please keep the whole e-mail correspondence in the case to document the situation and efforts made to recover the costs incurred;
  • for which bank transfer of conference fee, accommodation, etc. has already been made, please contact the organiser or hotel to get information about the possibility to get a refund of the costs incurred. Please keep the whole e-mail correspondence in the case to document the situation and efforts made to recover the costs incurred;
  • for which the advance payment to the bank account of the person departing has already been made, the return bank transfer in the amount equivalent to the funds received should be made.

In the case when it is not possible to get a refund of the previously incurred costs, please provide the International Mobility Settlement Office at the International Relations Department with the entire documentation of efforts made in order to recover the previously incurred costs related to the foreign trip.


Procedure for dealing with withdrawal/cancellation/interruption/postponement of international mobility
The refund of costs incurred and settlement of losses wll be considered in each case individually. Please follow the procedures described below.

In the case of withdrawal/cancellation/interruption/postponement of international mobility, please send the relevant information to the e-mail address of International Mobility Settlement Office at the International Relations Department:

In the case of international mobility funded within a project, please also inform the head of the project, who should check the relevant provisions in the specific project.


In the case of withdrawal/cancellation/interruption of international mobility:

  • for which accommodation in the facilities of the University of Silesia has already been booked, please immediately cancel the booking of guest rooms in the teacher residence hall or teaching centre;
  • for which a hotel booking has been made (outside the facilities of the University of Silesia), please immediately cancel the hotel booking.

In the case when it is not possible to get a refund of the previously incurred costs, please provide the International Mobility Settlement Office at the International Relations Department with the entire documentation of efforts made in order to recover the previously incurred costs related to the foreign trip.

Erasmus – settlement of completed mobility
The documents required in line with the rules of the programme should be sent scanned to the following e-mail address: erasmus@us.edu.pl).

Erasmus – procedure for cancellation/interruption/non-implementation of international mobility

Procedure for withdrawal/cancellation/interruption/postponement of international mobility (student departure)
In the case of withdrawal from or cancellation of international mobility, or interruption of stay, please take the following action:

  • Inform the programme coordinator at the host University and the programme coordinator at the base University;
  • contact the International Exchange Office by sending an e-mail to the following address: erasmus@us.edu.pl).   
  • In the case of incurring any costs (also if the international mobility has not been carried out at all), first you should try to recover such costs (your effort must be documented: negative response or at least confirmation that your request was asked twice, with confirmed e-mail address to which it was sent (attach the printscreen from the website, and/or invoice/bill including the relevant e-mail address). All costs must be documented (invoice, bill, confirmation of payment in the case of bank transfer). The documents must be kept. If possible, please send the scans as soon as possible to the following e-mail address: erasmus@us.edu.pl.
  • In the case of interruption of international mobility that has already been commenced, it will be additionally required to provide confirmation of the international mobility date issued by the University/host institution (Confirmation of mobility) in line with the template that can be found on: http://erasmus.us.edu.pl/wyjazdy-na-studia-sms (study mobility) or http://erasmus.us.edu.pl/wyjazdy-na-praktyke-smp (internship mobility).
  • Please follow the recommendations included in the Rector’s announcements published on: https://us.edu.pl/informacje-i-komunikaty-w-sprawie-koronawirusa-sars-cov-2/ and recommendations of the Chief Sanitary Inspector.

 
In the case when international mobility lasts longer than the required minimum (SMS > 3 months, SMP > 2 months) and is interrupted, you can also try to get a refund of the costs incurred for the unused period of stay, e.g. accommodation fees for the period of stay that was not used, decisions regarding potential refund of costs incurred will be taken individually, in agreement with the National Agency of Erasmus+ Programme.

Procedure in the case of withdrawal from international mobility / cancellation of international mobility / interruption of stay under Erasmus+ programme (employee trip)

In the case of withdrawal from, cancellation or interruption of international mobility, you should:

  • inform your superior and contact person at the University / at the host institution and Erasmus+ coordinator at your home unit (home Faculty);
  • Contact the International Exchange Office by sending an e-mail to the following address: erasmus@us.edu.pl).
  • In the case of incurring any costs (also if the international mobility has not been carried out at all), first you should try to recover such costs (your effort must be documented: negative response or at least confirmation that your request was asked twice, with confirmed e-mail address to which it was sent (attach the printscreen from the website, and/or invoice/bill including the relevant e-mail address). All costs must be documented (invoice, bill, confirmation of payment in the case of bank transfer). The documents must be kept. If possible, please send the scans as soon as possible to the following e-mail address: erasmus@us.edu.pl.
  • In the case when international mobility has been cancelled by the host institution, it will be additionally required to provide the decision of the host institution confirmed by the relevant e-mail correspondence.
  • Please follow the recommendations included in the Rector’s announcements published on: https://us.edu.pl/informacje-i-komunikaty-w-sprawie-koronawirusa-sars-cov-2/ and recommendations of the Chief Sanitary Inspectorate.
     

Any decisions regarding the refund of incurred costs will be taken individually in agreement with the National Agency of Erasmus+ Programme. Please remember that this applies to costs in the case of which it has been proven that it is not possible to recover them.
